Every activity in the Biosphere Reserve — management, access, harvesting, tourism or infrastructure — runs through established authorities. Any cluster like this would operate inside their frameworks, alongside the science community and the people of the Delta. Naming these bodies describes the landscape any such cluster must work within — it does not imply their involvement, partnership or endorsement.

The Danube Delta Regenerative Cluster is a concept: a working name for an idea, not a registered organisation. It is offered openly — so that rights and any wealth it might generate would be negotiated among the true stakeholders: the wetlands themselves, the communities who live in them, and everyone who might build the work in good faith.

This is a fictional concept by independent authors. No person or organization named anywhere in this document has reviewed, endorsed, partnered in or is affiliated with it. Any institutions, figures and partnerships described are illustrative of intent, not commitments — and “DDRC” is a working name, not a registered entity. The idea is published as a commons — free to be questioned, adapted and built upon by the communities of the Danube Delta and anyone who would work with them. Were it ever built, any rights, governance and future wealth would be distributed and negotiated openly among genuine stakeholders — including the natural environment and the 23 communities of the Delta, whose consent and benefit come first.
